Cancel 14 days or more before the event and nothing is charged; if the payment has already been collected it comes back in full. Between 7 and 14 days out, half the act's quoted fee is paid to them and the rest is refunded. Inside 7 days the act is paid in full and the booking fee is charged. If the date moves, tell us: when the act can do the new date the booking simply moves and nothing is charged, and when they cannot it counts as a cancellation at the notice you gave.
